GRA exceeds Q1 revenue target by GHS 5bn, records GHS 41bn in collections

Ghana Revenue Authority (GRA) has surpassed its revenue target for the first quarter of the year, recording GH¢41 billion.
This achievement comes after the tax-collection institution set a GH¢36 billion target for the first quarter. The recorded GH¢41 billion represents an excess of GH¢5 billion, indicating a 13.89% increase over the initial target.
“For the first quarter [2025], the budget set was GH¢36 billion, but I’m happy to announce that we have raked in GH¢41 billion by the end of the quarter and this is an improvement,” he noted.
The announcement was made by the Acting Commissioner-General of the Ghana Revenue Authority (GRA), Anthony Kwasi Sarpong, during a visit to the Ashanti Region Tax Services Centre on April 7. The visit was part of efforts to familiarize himself with the operations of various GRA collection points.
He stated that the Authority is adopting strategic measures, including widening the tax base to include the informal sector, particularly in the Ashanti Region.
The Authority is aiming to generate at least GH¢220 billion in revenue for the country by the end of the year.
“Our first quarter performance has been impressive with an improved generation from the Ashanti region and we have to build upon that to meet our set target for the year. We have been given a GH¢220 billion target in the budget and we’re very positive about crossing this target.”
Finance Minister, Dr. Cassiel Ato Baah Forson, has directed the Ghana Revenue Authority (GRA) to exceed its 2025 revenue and explore innovative measures to raise additional tax revenue equivalent to 0.6% of GDP, as required under the International Monetary Fund (IMF) program.
The recent development marks the second consecutive quarter in which the GRA has exceeded its target.
In 2024, the GRA was tasked with an annual revenue target of GH¢145.9 billion. By the end of that year, the Authority surpassed the goal, collecting GH¢153.5 billion—exceeding the target by GH¢7.5 billion, which represents a 5.3% increase.
Over the years, the Ashanti Region has consistently improved its revenue performance. In 2024, both the Customs Division and the Domestic Tax offices in the region exceeded their respective targets.
The Commissioner-General also mentioned that the Authority is working on new strategies to increase tax collection from the informal sector by broadening the tax net in the region.
